Behind Kobe’s glossy department stores runs a very different city: long covered shotengai arcades where the shutters are old, the lighting is fluorescent and the shops have been in the same families for generations. Stretching for blocks between Motomachi and Sannomiya and on toward Shinkaichi, they mix greengrocers and fishmongers with secondhand record shops, tiny standing bars, cheap noodle counters and Showa-era cafes. It’s the antidote to the tourist waterfront — cheap, rainproof and full of everyday life, and among the most enjoyable ways to see how Kobe actually lives.

Tips
This is the best thing to do in Kobe in the rain — the arcades run continuously for over a kilometre, so you can wander for an hour without getting wet. Head further west toward Shinkaichi for the older, cheaper, more atmospheric stretches, where standing bars open in the afternoon and a beer and a couple of skewers cost very little.
